The Prosecutor’s Office is working on different versions for the causes of the explosion at “Arsenal” military plant. A special commission has started an investigation. The explosion killed three people - one man and two women. A woman was seriously injured. The case has been taken under special supervision.

The inspection of the scene at the arms manufacturer is on-going. The explosion occurred in a workshop where pyrotechnics are manufactured and stored.

"The technological process itself is mixing several chemical substances to obtain ready-made mixtures," said Dicho Atanasov, Stara Zagora's district prosecutor.

The victims of the incident were inside the workshop. They were a man, aged 55 and two women at the age of 53 and 43. All three had long work experience at “Arsenal” arms manufacturer.

"The man had, as far as I understood at this stage, 8 years of experience at the plant, one of the women had 9 years of experience and the other had 15 years," said Dicho Atanasov.

The most likely cause of the explosion at “Arsenal” was human error.

The cause that led to the explosion is yet to be clarified. Forensic examinations of the bodies, chemical examination of the mixtures from the production, explosive technical examination have been assigned. Witnesses who were on shift have been interviewed.

"The investigation is working on several possible versions for the cause of the explosion - one of which is human error, another possible cause is technical reasons... the witnesses are persons who were outside this room - they describe what the production process was, at what time they started work, whether they were instructed," said Dicho Atanasov.

According to Krasimir Petrov, an expert on arms and ammunition, the remains after the blast in the warehouse at “Arsenal” show that there were explosives inside it that significantly exceeded the daily norm.

"The products should not be left in the workshop. They should be taken to storage facilities. Only the daily norm is kept in the workshop," he said.

The weapons expert pointed out three problems regarding the working environment of the arms factories.

"The first one is that the safety requirements are often violated when working with gunpowder and explosives. The second is the non-compliance with the storage conditions of finished products. The third problem is unqualified personnel. Factories do not maintain permanent staff and when they receive a large order, they look for low-skilled workers who are not up to the standards to do the job," said Krasimir Petrov.

A thorough inspection of the arms factory began today, October 5, based on orders of the Prosecutor's Office. All documentation relevant to the production process, internal regulations, by-laws will be checked. The inspection will also look into whether occupational safety, technological requirements for work of all enterprises in the company were observed.
