Caretaker PM on the appointment of Nikolay Nenchev as charge d'affaires in Bulgarian Embasssy in Kiev: All procedures have been complied with

The caretaker government has not offered anyone for a permanent post, driven by the fact that it is not its job to send ambassadors. This was explained on July 24 before the meeting of the Council of Ministers by caretaker Prime Minister Dimitar Glavchev on the topic of Nikolai Nenchev's appointment in Kiev.

Bulgaria has not had an ambassador to Ukraine for two years.

"There was a chargé d'affaires who did not have diplomatic rank. We made a competition for an interim, first within the Interior Ministry, which no one showed up for," the caretaker Prime Minister explained. According to him, a second competition was then held, which Nikolay Nenchev entered as an external candidate and won.

Glavchev described as speculations the allegations that the Constitution was being violated and said that all procedures were observed.

"We have not proposed a single ambassador extraordinary and plenipotentiary for confirmation by presidential decree, guided by the understanding that it is not for the caretaker government to appoint such ambassadors under this procedure," Glavchev said. He expressed hope that there will be a regular government and it will go through this procedure.

Former defence minister Nikolay Nenchev was named Bulgaria's next ambassador to Ukraine. The news was first announced by the President of the Atlantic Club of Bulgaria Solomon Passy.

This was followed by a sharp reaction from President Rumen Radev, who reminded that the appointment of ambassadors is done by presidential decree, and that the Denkov-Gabriel cabinet strongly suggested that he appoint Nenchev as ambassador.

In a written position, the Head of State pointed out that he had refused because the former minister did not possess the necessary professional qualities and training. Radev called on the Foreign Ministry to respect the Constitution and the procedures for diplomatic appointments. As well as that he expects the Council of Ministers to propose a candidate with proven qualities and professional expertise. Comments also came from Vice President Iliana Iotova.
