Minister of e-governance, Alexander Yolovski, from the Denkov cabinet was appointed deputy minister of the ministry by order of caretaker Prime Minister Dimitar Glavchev on April 16.

"Yolovski has many years of experience in strategic planning, implementation, coordination and control of activities related to administrative reform and e-governance in public administration.

Since the establishment of the Ministry of e-Governance until August 2022, he held the position of Deputy Minister. In the period 2016-2019, he was Deputy Chairman of the State Agency for Electronic Governance. From 2011 to 2015, he worked successively as Head of Department in the Ministry of Finance and in the Administration of the Council of Ministers. At various times between 2015 and 2023, he held management positions at the National System Integrator.

From June 2023 to April 2024, he was Minister of e-Governanct," the government press office said.

Bulgaria’s caretaker Prime Minister, Dimitar Glavchev, on April 16 ordered the appointment of 9 deputy ministers in 6 ministries. Among them there are also former ministers - such as Lazar Lazarov, who from today takes over the deputy ministerial post in the Ministry of Labour and Social Policy.

In 5 other ministries, deputy ministers were dismissed from their posts today without replacements being appointed.

Ministry of Defence


In the Ministry of Defence, Radostin Iliev, Ivan Peykov, and Adelina Nikolova were appointed Deputy Defence Ministers, Stanimir Georgiev was dismissed from the post.

Iliev is a Bulgarian officer and brigadier general. Until now, he was an adviser in the political cabinet at the Ministry of Defence. In January 2019 - June 2023, he was the Head of the Defence Policy Directorate at the Ministry. Prior to that, he served as Defence Staff Director and Deputy Military Representative to the EU Military Committee at Bulgaria's Permanent Representation to the EU in Brussels. Between 2005 and 2008, he served in the Permanent Delegation of Bulgaria to NATO in Brussels.

Peykov holds a degree in law from the St. Kliment Ohridski University of Sofia. He has been a long-serving official in the Defence Ministry. He is a long-standing employee of the Ministry of Defence - he worked as an expert in the International Treaties Department, Armaments Policy Directorate, and was Deputy Chief Inspector. He also held the posts of Director of the Defence Acquisition Directorate, the Property Management and Material and Technical Support Directorate and the Defence Infrastructure Directorate.

Adelina Nikolova was, until now, the Director of the Public Procurement Directorate at the Defence Ministry. She has previously worked as an expert in the Ministry. She has also served as an expert in the political cabinet at the Ministry of Regional Development and Public Works, where she was responsible for major international projects. She has extensive experience in the private sector.

Ministry of Labour and Social Policy


By order of the caretaker Prime Minister, Lazar Lazarov and Natalia Efremova have been appointed Deputy Ministers of Labour and Social Policy. Elka Nalbantova was dismissed from the post.

Lazar Lazarov holds a master's degree in economics from the University of National and World Economy. Since 1995, he has held successively consultancy, expert and managerial positions in the National Employment Service (now the Employment Agency), the Bulgarian Industrial Association, the Economic and Social Council, the National Assembly, the Ministry of Labour and Social Policy and the Working Conditions Fund. From November 2007 to July 2009 he was Deputy Minister of Labour and Social Policy. In the periods June 2013 - August 2014, November 2014 - May 2016, February 2017 - May 2017, and from the end of September 2017 to August 2022, Lazar Lazarov was Deputy Minister of Labour and Social Policy. From August 2022 to June 2023, he served as Interim Deputy Prime Minister and Interim Minister of Labour and Social Policy.

Natalia Efremova graduated in law from Sofia University and holds a master's degree in economics from the St. Cyril and St. Methodius University of Veliko Turnovo. Efremova worked in the Ministry of Health and the Ministry of Labour and Social Policy, where she served as Deputy Minister from August 2022 to June 2023.

Ministry of Youth and Sports


Stoyan Andonov has been appointed Deputy Minister of Youth and Sports. Ivo Katsarov and Daniela Dasheva have been dismissed from this post.

Andonov holds a master's degree from the Vasil Levski National Sports Academy. He served as Director of the Water Rescue Service of the Bulgarian Red Cross from 1993 to 2006 and as Deputy Minister of Youth and Sports from 2018 to 2021.

Ministry of Regional Development and Public Works


Yura Yordanova-Vitanova has been appointed Deputy Minister of Regional Development and Public Works. She holds a Master's degree in Law from New Bulgarian University. Since 2017 she has been the Director of the Public Procurement Directorate at the Ministry of Regional Development and Regional Development. From 2020 to 2021, she was Deputy Chairman of the Supervisory Board of Bulgarian Water and Sewerage Holding EAD. From 2012 to 2017, she was a state expert at the Operational Programme Environment Directorate General in the Ministry of Environment and Water. Prior to that she worked at the Commission for Protection of Competition.

Ministry of Justice


Biserka Tsaneva was appointed Deputy Minister of Justice. She holds a master's degree in law from Sofia University. Since 2012, she has been a judge at the Supreme Administrative Court. She started her career in Pleven as an assistant investigator. From 2000 to 2006, she was a lawyer. From 2006 to 2010 she was a judge at the District and Regional Court in Pleven. After that, she worked as a judge at Sofia City Court for one year and then was seconded to the Supreme Administrative Court - Sofia.

Ministry of Health


Michail Okoliyski and Ilko Getov were released as Deputy Ministers of Health.

Ministry of Culture


By another order, Chavdar Georgiev was dismissed from the post of Deputy Minister of Culture.

Ministry of Foreign Affairs


Irena Dimitrova is dismissed from the post of Deputy Minister of Foreign Affairs.

Ministry of Education and Science


Genka Petrova-Tashkova has been dismissed as Deputy Minister for Education and Science.

Ministry of Economy and Industry


Ivaylo Shotev and Irina Shchonova have been dismissed as Deputy Ministers of Economy and Industry.
