The second largest parliamentary group,"We Continue the Change", on December 15 announced that with the second mandate, it will seek to form a minority cabinet together with "Democratic Bulgaria". Academician Nikolai Denkov, former minister of education in the “Petkov” cabinet and now an MP, has been nominated as Prime Minister and is tasked with seeking points of contact for support and forming a government.

Yesterday, "We Continue the Change" invited all parties to a meeting, but not all responded. So far, most of the political parties represented in Parliament believe that the chances of a government with the second mandate are minimal. According to “We Continue Change”, it would be irresponsible not to propose a cabinet.

Just a day after the 48th National Assembly rejected the draft cabinet proposed by GERB-UDF's nomination for PM Nikolai Gabrovski, the recipients of the second government-forming mandate from "We Continue the Change" said they would do their best to present a minority cabinet. At the first meeting, at which they called the other political parties in Parliament, only 3 of them showed up – Bulgarian Socialist Party, “Bulgaria Ascending” and “Democratic Bulgaria”. "Vazrazhdane", GERB and MRF did not turn up for the first meeting.

Today, the Prime Minister who will head the Cabinet, with the second mandate, was nominated - academician Nikolai Denkov. He said that as early as tomorrow he would send invitations to all parliamentary groups to start meetings on priorities and policies to reach a consensus.

"I have accepted this invitation, which will be presented to the national bodies of the respective parties with the idea that we should seek agreement on the most important issues for the Bulgarian society, which should be a priority on the agenda of the National Assembly. This is the only basis on which a stable government and Parliament that works for the people can be built," Denkov said.

"We Continue the Change" assured that they will certainly propose a minority cabinet and will make every effort to make the second government-forming mandate a success. They believe it is a good start that on the very first day four of the seven parties in the Parliament sat down at the table for talks.

"If you ask us if we are optimistic, let us say that there is a chance that the mandate will be realised. If you ask us if that chance is great - you see the situation in Parliament. You see the situation between the political forces, but let's say that it is at least by one party bigger than the chance for the first mandate was," said party co-chair Assen Vassilev.

He also pointed out that if the President's veto on the Electoral Code is overridden, it will be a very bad signal of the unwillingness to talk about the real issues for Bulgaria.

"I think that we can convince at least some of the parties involved in these changes to the Electoral Code to think about whether it is more important to have a government this winter, to take common decisions that will be useful, or whether they are ready to bury this opportunity because of the Electoral Code," Nikolay Denkov said.

"Democratic Bulgaria" support the idea of a cabinet of the minority with the second mandate.

"It is politically most viable to make an attempt with the second mandate. We see that efforts are starting in this direction and we should welcome them. What we see as good, promising signs is first - the nomination of Acad. Denkov, because it is definitely consensual. This is a statement for getting out of the regime of constant wars, personal confrontations, etc.", said DB Co-Chairman Hristo Ivanov.

According to GERB-UDF, the attempt for a government with the mandate of "We Continue the Change” is doomed.

"I think it is inappropriate to ask if we will support a mandate of “We Continue the Change”, because some call them charlatans, others call them amateurs. Do you think we want to talk to such people? You cannot deny the priorities of a proposed government just a day ago and then repeat them in a letter," said Desislava Atanasova, chairwoman of the GERB-UDF group.

"Vazrazhdane" party will not go to a meeting with "We Continue the Change".

"If we receive an invitation, we will not go. We appreciate it as a mockery of the National Assembly, because this man who left the education system caused a powerful collective sigh of relief among all who worked in the education system. When such a person has relieved the education system and now they are trying to foist him on us as Prime Minister, it is needless to comment on what our reaction would be in this case. There is no way we could support such a cabinet. In fact, we cannot support a “We Continue the Change” cabinet for the same reasons that we cannot support a GERB cabinet, they have no differences," Vazrazhdane” party chairman Kostadin Kostadinov said.

MRF and BSP refused to comment after the announced nomination of Academician Denkov and the announcement of an attempt to form a cabinet with the second mandate. Earlier they expressed positions:

"Who - the charlatans, the thieves? The robbers, the gas commissioners? Let's see what they will propose, but if they propose a thief or a gas commissioner again, hardly," said Hamid Hamid of MRF.

BSP advise "We Continue the Change" not to make an unstable and dysfunctional government.

"We saw yesterday that there cannot be a government with 113 votes. I don't know how colleagues think there will be one with 73 votes. Of course, everyone can make experiments," said Georgi Svilenski.

Academician Nikolai Denkov, nominated for Prime Minister, believes that a few weeks will be enough for him to find out whether there is a chance for a government with the mandate of "We Continue the Change" and to look for ministers.
