On 10th of March, Bulgaria’s Parliament approved at first reading the introduction of compulsory voting in elections and rejected the possibility for campaigning in mother tongue with translation.
From a total of 14 draft amendments to the Electoral Code, only 3 did not receive approval at first reading.
Compulsory voting, campaigning in mother tongue with translation, preferences, the creation of a multi-mandate constituency for voters abroad and active registration caused the most heated discussions among the MPs.
The proposals of the Patriotic Front, foreseeing imposition of fines for those not voting, became the bone of contention.
The proposal by centre-right GERB for shortening the official campaign period from 30 days to 21 days was also approved.
The proposals for online voting, establishment of an "Abroad" electoral constituency for general elections, allowing Bulgarians abroad to vote for party lists with preferences and changes in the Central Election Commission (CEC) were among the draft changes to the Election Code adopted at first reading.
