Bulgaria’s President Rumen Radev presented the structure, composition and priorities of the new caretaker government at an official ceremony in the Presidency on September 16. Thus, for the first time in the recent history of Bulgaria, a caretaker cabinet handed over power to another caretaker cabinet.

Most ministers from the previous caretaker government of Prime Minister Stefan Yanev, including Yanev himself, keep their offices. Only three ministers are different: of Economy, of Finance and of Transport, IT and Communications.

The line-up:

- Prime Minister Stefan Yanev;
- Deputy Prime Minister for Economic and Social Policies and Minister of Labour and Social Policy Galab Donev;
- Deputy Prime Minister for Public Order and Security and Minister of Interior Boiko Rashkov;
- Deputy Prime Minister for EU Funds Management Atanas Pekanov;
- Finance Minister Valeri Belchev;
- Defence Minister Georgi Panayotov;
- Health Minister Stoicho Katsarov;
- Regional Development and Public Works Minister Violeta Komitova;
- Education and Science Minister Nikolai Denkov;;
- Foreign Minister Svetlan Stoev;
- Justice Minister Yanaki Stoilov;
- Culture Minister Velislav Minekov;
- Environment and Water Minister Asen Lichev;
- Agriculture, Food and Forestry Minister Hristo Bozoukov;
- Transport, IT and Communication Minister Hristo Alexiev;
- Economy Minister Daniela Vezieva;
- Energy Minister Andrei Zhivkov;
- Tourism Minister Stela Baltova;
- Youth and Sports Minister Andrei Kouzmanov.

After the President presented the caretaker cabinet, the ministers were sworn in.

The caretaker government has uncovered the model of the conquered state, started dismantling the oligarchic model of governance and held fair elections without vote-buying practices, President Rumen Radev said before the oath of his third caretaker government.

"The government revealed the heavy legacy, the oligarchic model of governance, the destruction in the social systems, lawlessness in large infrastructure projects, brought to light and disrupted many corruption schemes, referred irregularities to the Prosecutor's office, opposed the model of the conquered state, stopped the racketeering of the business by the previous government ", said Rumen Radev.

According to the head of state, after 13 years of political carelessness, the caretaker cabinet has updated pensions, brought the Plan for recovery and resilience from bulk in a form ready for submission to the European Union, the reform of the territorial expert medical committees (for establishing disabilities)has stopped the humiliation of thousands of Bulgarians.

"We stopped the import and incineration of foreign waste. For years we suffered from polluted air, while those close to the previous government were making profits. We controlled chaos in the management of the crisis with COVID-19," Rumen Radev added.

He explained to the ministers that for the first time a caretaker government succeeds a caretaker government.

"You have already faced the heavy legacy of the oligarchic state and saw how difficult it is to restore statehood after authoritarian rule. It will take time to dismantle the oligarchy.

Time does not wait, The President said.

"I know that a government without a National Assembly does not have the capacity to carry out strategic tasks, but time does not wait, so I expect you, along with the preparations for the next elections, to continue with reasonable steps out of the crisis, to work with the poor and the weak, "he said.

Caretaker PM, Stefan Yanev,  announced that the caretaker government, as before, will continue to work in two directions: Organization of fair elections and decisions to the benefit of the people. He expressed hope that the next elections this year would lead to stable governance.

"The state cannot continue to function in a constant political crisis, we need a government supported by a stable parliamentary representation that offers stable visions, because Bulgarian citizens deserve this," said Stefan Yanev.

The caretaker PM warned that difficult months are ahead.

"At the same time, I want to emphasize that the time ahead - the coming months will not be easy. Hard months are ahead and more efforts will have to be made so that we can solve the problems of the citizens and effectively manage the existing crises," he said.

After the ministers were sworn in, the cabinet held talks with the President for about an hour.
