BULGARIA’S GOVERNMENT ADOPTED NATIONAL DEFENCE STRATEGY

On 13th of April, Bulgaria’s government adopted a national defence strategy, BTA reported. It is a result of an interim review made in 2015 of an existing strategic document from 2011, the government’s press office said.

The main changes are related to the altered strategic security environment and the consequences from that. The analysis of the security environment considered the new risks and threats, including those of hybrid nature. The tasks of the armed forces have been harmonized in accordance with the commitments to NATO. Account was taken that the success in the fight against hybrid threats would depend on the synergy between the national defence plans and those of the Alliance.

The document analyzes the defence resources – human, information, material and financial. It takes into account the significantly limited budget and makes a balance between allocated resources and the defence capabilities necessary to the country.

The document defines defence as a wide-ranging state activity with single leadership, planning, financial and material support. It says that the application of the comprehensive approach in crisis and conflict management becomes extremely necessary for successful countering hybrid forms of warfare.

It is of key importance to synchronize the activities of the armed forces with all governmental and non-governmental organisations and structures within a single strategy and plan. The defence of the country will be carried out within and through implementing NATO's Collective Defence and the EU's Common Security and Defence Policy, and through effective use of national defence capabilities.

The document says that there are three missions – defence, support of international peace and security and contribution to national security in peacetime, with tasks ensuing from them. It points that the structure and numerical size of the armed forces are closely linked to the necessary operational capabilities determined in the defence planning process.

Bulgaria builds and develops its armed forces as a single complex of forces and balanced capabilities, with a single system of command and control in peacetime and in times of crisis. The document says that the peacetime personnel is recruited on professional basis and a voluntary reserve is developed and maintained for the purposes of adding personnel and equipment.

A comprehensive review and re-issuing of the National Defence Strategy is planned for 2020.
