From second attempt: Parliament adopted the withdrawn nomination of Plamen Nikolov for PM

Bulgaria’s Parliament on August 12 voted on the withdrawn nomination of Plamen Nikolov as Prime Minister in the cabinet proposed by “There is such a People”. However, the case became even more complicated and came to a stalemate after "There is Such People" left the plenary hall, describing the proceeding as a “farce”. The first attempt to vote failed due to lack of a quorum and necessitated the convening of a council of the Parliament’s presiding officers. GERB came up with a counter decision - they asked for corrections in the draft decision.

After the Council of the presiding officers, in the second attempt, the Parliament managed to vote and accepted the withdrawal of Plamen Nikolov as Prime Minister. This happened in the absence of "There is Such a People."

After the precedent set yesterday - whether the case is in the field of the Presidency or the Parliament - today the MPs only stated that they accept the resignation of Plamen Nikolov and with that the case was over.

Before that, however, “There is Such a People” left the plenary hall with the following arguments:

After talking about a historic chance these days, you now have a historic chance to be together again, as you always have been, so stop blaming us, we are not a problem, we are a solution to the problem. But this will obviously happen in the next elections. That is why the TISP PG will now leave the plenary hall so as not to take part in this farce and leave you together as you wish, and will return as soon as this is over.

Despite leaving the hall, there was a debate. Tatyana Doncheva from "Rise up BG! We are Coming" sharply criticized the Speaker of Parliament, Iva Miteva, because of the decision she signed yesterday, and today it was broken and submitted without a signature.

They were not the problem, they were the solution. For whom and for what they are the solution? So, if the goal is to make sure that all institutions are to be ridiculed, destroyed, delegitimized, I think this is the way, said Tatyana Doncheva, PG of “Rise up BG! We are Coming!”.

We all have a responsibility for the state in which our country is. And all of us here in the coming weeks and months must do our best to ensure good governance for the Bulgarian citizens - not a bad political theatre, not distortion of constitutional procedures, which serves a predetermined scenario, said Atanas Slavov, PG of “Democratic Bulgaria”.

With such a decision we will create a demon, which I am sure will be used not legally but politically by all the candidates for prime minister from now on, who, when seeing that they will not gather the required majority,will for personal reasons apply that they do not want to be voted on in plenary hall. Let's not allow this thing. Taking into account the will of the candidate to adopt a decision by which we do not elect him and to inform the President about it, said Rosen Zhelyazkov, PG of GERB.

How would you stop any candidate for prime minister from doing the same? How? And the correct answer is - no way. Yes, I agree, the draft decision is not perfect, but the law is alive, it is changing, in this case we are changing it, you can never stop anyone from ever doing what they decide, said Nikolai Hadzhiigenov, PG of “Rise up BG! We are Coming!”.

I don't know anymore, I have no idea after this vote whether I am prime minister or not, ask them why they did so, said Plamen Nikolov, PG of TISP.

In the first vote, GERB did not vote. However, after the quorum, they did so, saying that they were preventing the impending parliamentary crisis.

On august 12, the Parliament passed a motion to get out of the complicated case with the withdrawn nomination of Plamen Nikolov of "There is Such a People" for Prime Minister.

After a personal check for presence in the hall, it became clear that there is the necessary quorum of MPs. The majority adopted an act of the National Assembly, which in practice approved the withdrawal of Plamen Nikolov from the procedure. This allows President Rumen Radev to hand over the second and then the third mandate to form a government.
