The Movement for Rights and Freedoms (MRF) party will not support a new Bulgarian constitution or vote in favour of convening a National Assembly, the leader Mustafa Karadayi said on August 31 at a news briefing in the party's headquarters in relation to GERB’s draft for new Constitution.

"A new constitution or changes in the current one must eliminate the identified shortcomings in the current one and aim at strengthening democratic values," Karadayi said.

Mustafa Karadayi, MRF leader: "In our opinion, the draft for a new constitution is another blow against democracy and statehood. The draft for a new constitution denies the human values of freedom, humanism, equality, justice and tolerance."

He added that the draft presented by GERB categorically does not correspond to the Prime Minister's recent promise for a
''restart of democracy''.

In Karadayi's words, the Constitution as a basic law directly affects the rights and freedoms of all Bulgarian citizens and all political forces must approach a new constitution with the due responsibility. it must be adopted as a new social contract "after serious debates in a calm, normal and creative political time, he said.

It is important to hear the opinion of civil society, academia and experts, sensibly, responsibly and with respect, he said.

Bulgaria’s Prime Minister Boyko Borrisov announced GERB's intention to propose a new constitution on August 14.

On August 17, GERB Floor Leader Daniela Daritkova submitted to the Registry of Parliament a letter inviting the rest of the
parliamentary parties to take part in consultations on an attached draft of a new constitution of Bulgaria.

On August 25, GERB started consultations to convene a Grand National Assembly to change the Constitution. After consultations with the coalition partners IMRO and NFSB, it became clear that IMRO has agreed in principle to a new basic law, but they also have different views on the draft proposed by GERB, which must be overcome. The NFSB was more firm in its support.

Some of the independent MPs, who have a position on the proposal, asked for postponement of the talks with GERB because they needed more time.

The opposition Bulgarian Socialist Party (BSP) was adamant that they would not support GERB's proposal for a new constitution.

The effective Constitution requires a simple majority of 120 votes for the passage of a motion to convene a Grand National
Assembly. A two-thirds majority, i.e. 160 votes is needed for resolving on elections for a Grand National Assembly.
