PM Borissov: Today GERB will submit its draft for changes to the Constitution

Our only goal is to give the people the right to choose, to make decisions. To date, all polling agencies show that GERB is the first political force. There is nothing we have not done. The people want justice and maximum representation. How does this happen? The only way is through a new Constitution, Bulgaria’s Prime Minister Boyko Borissov said on August 17 at a meeting with National Assembly Speaker Tsveta Karayancheva, GERB parliamentary group leader Daniela Daritkova, GERB Deputy Speaker and Sofia Mayor Yordanka Fandakova, and other members of the party leadership.

On the barricades, there are no political parties with great public support. They have 3 – 4 - 10 percent. These parties want behind- the-scenes politics in Parliament. Hristo Ivanov is the king of behind-the-scenes politics. Or his purpose is just to have a caretaker government that would give Radev (referring to the President) sole power - both cabinet and parliament - one person. This is extremely risky. I am not afraid of Radev or Ivanov, the PM said.

The first lie after our address on Friday is that Borissov and GERB aimed to protract in order not to have a caretaker government. It is a lie that we have clung to power. That is why today we are submitting this draft for changes to the Constitution and this is not the Constitution of GERB.

The Grand National Assembly may change any wording or letter in it, and make any proposals, Borissov said.

Second lie is that we do not want machine voting! That is why today I instructed Deputy PM Tomislav Donchev to make proposals for changes to the Electoral Code to include that the voting machines can be rented, bought, how and who will deliver them, and that there should be voting with paper ballots as well – in case someone intentionally damages a machine. The vote should not be stopped.

The next important thing is the timing, the time frame. I want this to be done as quickly as possible in order to refute that we want to stay in power. No. We want a government that enjoys the support of the people. Every day TV channels show how anti-epidemic measures around the world are being tightened. I warn that an extremely difficult year is ahead. We need consolidation of the state - we just want to help the people and give them back their power. The lie that we predetermine the Constitution is huge.

Borissov said he wants to see a Grand National Assembly convened as soon as possible. "We should have 120 signatures on September 2, which is why you shoiuld hold talks with all parliamentary parties so that we can collect these 120 signatures," he said, addressing the Speaker of Bulhgaria's Pareliment Tsveta Karayancheva, GERB Parelimentary Group Leader Daniela Daritkova and GERB MP Menda Stoyanova.

Therefore, if you support us, today we will table this draft of the Constitution to the National Assembly, we will set up a working group and meet with our coalition partners - let them support us for this, and the Grand National Assembly.

I appeal to the protesters: Stop tormenting other people, get off the street, let us give you power! If our partners do not accept this draft and do not want to give power to the people, everyone will bear their responsibility. I have warned that severe financial problems await us at the end of the year!

Today with Menda Stoyanova and Daritkova we will make a schedule for meetings to seek political support for the proposed changes in the Constitution, said the Speaker of the National Assembly Tsveta Karayancheva. In order to be able to meet the public expectations, there is nothing more important than hearing the voice of the people, we are not in power at any cost, Karayancheva added.
