During a briefing to the media on April 5, GERB leader Boyko Borissov invited President Rumen Radev to participate in the discussions for a regular cabinet with his experience of forming caretaker governments.
In response to Borissov's words, the head of state's press secretariat told BNT that the Constitution clearly indicates the place and powers of the President in the constitutional procedure for forming a government.
The President is responsible for holding consultations with parliamentary groups and for handing over exploratory mandates for forming a cabinet, the position paper said.
Support for the formation of a regular government should be sought from the mandate holder among the other parliamentary parties. The President is responsible for appointing a caretaker cabinet only when the Parliament is unable to elect a regular government.
