According to representatives of the Association of Industrial Capital in Bulgaria (AICB), the new regulatory requirements close the market for small and medium-sized fuel traders. The Association calls on President Rumen Radev to veto the new fuel act. Employers' organizations believe that the new law restricts the fuel market only to the large retailers and provides clear opportunities for repressive measures against others (mainly small businesses). Employers are clear that the law creates monopolization on the market and unnecessarily kills competition.
"In last few years, a number of regulatory changes have been made to regulate and increase the control of fuel sales. The traders were required to provide bank guarantees, measuring and controlling tools under the direct supervision of the National Revenue Agency. At the same time, there is an open infringement procedure against Bulgaria regarding the requirements for providing a bank guarantee for future tax liabilities - unlawfully imposed legal obligation on the fuel traders”, employers explain.
We recall that it was fuel act that led to a conflict into the United Patriots party a week ago. The Deputy Prime Minister Valeri Simeonov stood against the amendments, while their author was the MP from VMRO and former Deputy Director of the Bulgarina Customs Agency Emil Dimitrov. Simeonov described the texts as lobbyists, but the other members of the coalition supported the changes.
The Fuel Act introduces minimum registered capital and minimum capacity for the fuel supply companies. It also provides for a register of the companies in the fuel industry.
