“Today we will consider a transitional bill aimed at providing the necessary legal framework for the uninterrupted functioning of the state and prioritising social expenditure,” outgoing Prime Minister Rosen Zhelyazkov said at the start of the ougoing cabinet meeting on December 15.
The outgoing Prime Minister explained that the bill under discussion is a draft Resolution to approve a draft Law on the Collection of Revenues and Execution of Expenditures for 2026 until the adoption of the State Budget of the Republic of Bulgaria for 2026, the State Social Security Budget for 2026, and the National Health Insurance Fund Budget for 2026, commonly referred to as the “extended budget.” According to him, the draft law ensures the continuation of the 2025 budget until the 2026 budget is approved.
“The aim of this bill is to establish the necessary legal and financial framework for the smooth functioning of the state and municipalities, and above all to prioritise expenditures related to salaries, pensions, and social payments,” the outgoing Prime Minister emphasised.
Zhelyazkov clarified that, as a responsible government, the cabinet is adopting the bill to provide legal and financial security while the National Assembly in 2026 forms the necessary majority to pass the 2026 budget.
