Confederation of Independent Trade Unions of Bulgaria (CITUB.), the trade union Podkrepa and European Trade Union Confederation will lodge a collective complaint with the Council of Europe against Bulgaria. According to them, the civil servants' rights to collective bargaining on working conditions are violated. This became clear on 11 June on the presentation of the annual report of CITUB on labour rights violations. Its findings are that that the amounts of unpaid or delayed salaries in the country as well as work without contract of employment have increased.

Bulgaria is in one of the last places in the European Union in terms of observing labour rights and in the middle of world’s ranking, in third group out of six - that of regular violations.

According to the trade unions, there are serious violations by the state to its employees as regards their right to collective bargaining of wages and working conditions. They will therefore bring a complaint against Bulgaria to the Council of Europe. Ten years ago, they took the same action to ensure the right of strike for health, energy, and civil servants. The legislation was then changed in favour of the workers.

The CITUB annual report finds that the amounts of outstanding salaries in the country are increasing - a total of BGN 28 million for 2017, compared to 21 million for the 2016th.

Plamen Dimitrov, President of CITUB: The legislator needs to change the Labour Code and to ensure that when the worker fulfilled his/her duties conscientiously, the employer has to provide 100% payment of the sum agreed in my contract. Currently, the law says that employer is obl;iged to pay 60% and no less than the minimum wage. Which is a complete non-sense, he commented.

CITUB also proposes that the National Revenue Agency check the companies for the payment of wages rather than the Labour Inspectorate. In their view, this will ensure a realistic representation of the data for each month.
