The strategic priorities for Bulgaria and the country’s relations with the European Commission were discussed during the meeting of the Consultative Council for National Security (CCNS) on 4th February.

In a statement after the end of the meeting, President Rossen Plevneliev said that the members of the Consultative Council agreed on the idea the Council of Ministers to carry out an information campaign to raise public awareness in respect of the Partnership Agreement of Bulgaria with the European Commission outlining the support from the European structural and investment funds for the 2014 – 2020 period. According to the President the implementation of the agreement and full absorption of EU funds are of utmost importance and the political parties and institutions in Bulgaria should make joint efforts to achieve these goals.

The Consultative Council for National Security made three recommendations to the state agencies and institutions:

1. The Council of Ministers is tasked to carry out an information campaign to raise public awareness about the partnership agreement - priorities, financing, deadlines and to publish annual progress reports on the implementation of the Partnership Agreement in the context of the National Development Programme: Bulgaria 2020.

2. The members of the CCNS recognise that the implementation of the agreement, including the full absorption of EU funds is of great importance to the sustainable economic development of the country and the prosperity of the Bulgarian citizens and agree that the political parties and institutions should make joint efforts to achieve these objectives.

3. All institutions should work consistently in order to effectively and transparently implement the partnership agreement, by maintaining and building up on the required capacity.

The members of the CCNS were unanimous that the achievement of the objectives set out in the National Development Programme: Bulgaria 2020 and the Partnership Agreement would ensure faster economic growth and would improve the standard of living of Bulgarian people.

The priorities of the development programme include improving the access to and enhancing quality of education, reducing poverty, promoting social inclusion, achieving sustainable regional development, support for innovations, energy security and strengthening the institutional environment.

The agreement sets out factors that will contribute to the development – education, qualification, employment, investments and green economy. It identifies the significance of good governance through effective public administration and judiciary system, including e-governance and justice. Highly important is considered the identification of measures to overcome inequality, support energy efficiency and increase the competitiveness of the Bulgarian economy.

The position and the proposals appended to it were approved unanimously by the members of the CCNS, with a separate opinion by the chairman of ‘Ataka’ parliamentary group, Volen Siderov who expressed reservations.

The Consultative Council for National Security (CCNS) is headed and convened by the President of the Republic of Bulgaria. The members of the Council are the heads of all the main state institutions and political parties represented in Parliament. The Consultative Council discusses issues regarding:

1. Domestic and foreign policy of the country in relation to national security;

2. 2. Ensuring civil peace, public order, the rights and interests of Bulgarian citizens;

3. 3. Actions to intercept or prevent risks to national security.

CCNS is established by virtue of the Bulgarian Constitution and the Consultative Council for National Security Act. Full text of the Act is available here>>
