Bulgaria supports the sovereignty, unity and territorial integrity of Ukraine and does not recognize the results from the referendum held in Crimea on 16th March as it was in breach of international law. These are the conclusions on the situation in Ukraine adopted by all participants in the meeting of the Consultative Council for National Security (CCNS), except the nationalist “Ataka” party.

The adopted declaration emphasises that the Republic of Bulgaria acts as a member of EU and NATO, taking into consideration its national interest. ”Bulgaria works so that the Union has a united position regarding the crisis in Ukraine”, the document says.

The declaration also points that sending an OSCE mission to Ukraine is an important step to ensure peaceful settlement of the conflict. Bulgaria supports the signing of the political part of the association agreement with the EU, as well as signing the economic part after Ukraine conducts free and democratic presidential elections on 25th May.

In his statement after the end of the meeting, President Plevneliev remarked that CCNS insisted the Ukrainian authorities respect the rights and freedoms of all citizens, including those of the almost 300 000 Bulgarian community in Ukraine.

The Consultative Council recommended that the Bulgarian position to the EU should take into account all risks to Bulgaria, including the economic risks.

According to CCNS the Bulgarian government should take the necessary measures to prevent disruption of energy supply and should speed up the construction of gas interconnection with the neighbouring countries.

The Consultative Council also recommends that Bulgaria should secure adequate reserves to guarantee overcoming of possible energy crisis.

The Consultative Council for National Security was convened by President Plevneliev on 24th March to discuss the risks to Bulgaria from the crisis in Ukraine.

Prime Minister Oresharski and the heads of National Intelligence Service and the Defense Information Service presented possible scenarios, which might affect Bulgaria as a result of the on-going Russian-Ukrainian crisis.

The leaders of the political parties represented in Parliament, Prime Minister Oresharski and the heads of National Intelligence Service and the Defense Information Service attended the meeting.
