On November 2, Bulgaria’s President Rumen Radev met with representatives of the Movement for Rights and Freedoms (MRF) for cabinet-forming consultations.

"We suggested to the President, since the presidential institution is a place of unity, if there is a suitable hall, the parties to sit in it, like in the conclave in the Vatican, until white smoke emerges indicating there is an agreement on new government,” MRF leader Mustafa Karadayi said after the end of the consultations with President Rumen Radev on November 2.

"Unfortunately, we are still at the stage of talks, and we expect from talks to move to the stage of dialogue. We do not have dividing lines and preconditions, as you can see, in Parliament we are talking with different parties," he said.

The political parties are setting various unworkable conditions among themselves and using them as a screen to say "we promised it to our voters", Karadayi said.

The MRF leader reiterated that his party is holding talks with all parties.

"Bulgarian voters 4 times produce the same construction for the National Assembly - no party has an independent majority, even two parties are not enough to have a majority in the current Parliament, which means that Bulgarian citizens say to them "we are not sending you there for revenge-seeking, we are sending you there for dialogue, to find solutions to our problems,” he added.

Karadayi said that many crises are awaiting solutions. "Many of the crises are aggravating by the day but in order to resolve them, first the fundamental political crisis should be overcome. Overcoming it is possible by achieving dialogue," he said.

In accordance with the Constitution, the President holds consultations with the representatives of the parliamentary groups in the newly elected 48th Parliament. The consultations are a step before the President hands over a mandate to seek to form a government.

In accordance with the constitution, the first mandate must be handed to the largest parliamentary group, which in this case is GERB-UDF.

The President held consultations on Monday, October 31, with "We Continue the Change", the second largest parliamentary group. The meeting was part of the cabinet-forming consultations which started with GERB-UDF on October 26.
