The Council of Ministers on August 4 adopted a decision appointing 25 new district governors, 17 of whom had held this position in previous periods.
The same decision of the Council of Ministers dismissed the previous district governors.
Nikolai Shushkov was appointed district governor of Blagoevgrad district. He held the same position in the period May 2021 - January 2022. He has twice served as Deputy Mayor of Blagoevgrad Municipality. Shushkov was a long-standing employee of the Customs Agency. He has extensive experience and professional skills acquired from his work in the field of international freight forwarding and logistics. He was the Head of the Customs Department of Thessaloniki Port Authority S.A. dry port Sofia - "TPA" Sofia" EAD. He graduated his higher education from Poltava University of Economics and Trade in Ukraine.
Maria Neykova will serve as the Governor of Bourgas for the second time after 2021, when she held this position. She is a professor of administrative law and procedure and a doctor of science in national security. She is the Dean of the Centre of Legal Studies of Bourgas Free University. She has extensive managerial and administrative experience. In the period 2001-2009 she was the Governor of Stara Zagora. She is the author of many scientific works and the winner of numerous awards and prizes.
Mario Smurkov has been appointed Governor of Varna. He held the same post from 27 May 2021 to 24 February 2022. Between 1999 and 2017, he held various positions, including managerial positions, in the National Security Service, the State Agency for National Security and the General Directorate for Combating Organised Crime at the Ministry of the Interior. During his service in the Ministry of the Interior and the State Security Service he was awarded many times for high results and for significant contribution in the performance of his duties.
For the second time Georgi Guguchkov will hold the post of Governor of Veliko Turnovo District. He held the same position from May 2021 to January 2022. He graduated from the National Military University "Vasil Levski" in Veliko Turnovo in 1980 with a qualification of an officer of the Engineering Troops as a Master in "Road Construction". Later he graduated from the Military Academy "G. S. Rakovski", as well as the Strategic Course of the General Staff Faculty of the Military Academy "G.S. Rakovski. He graduated from the Faculty of Military Studies of the General Staff College of the Academy of Sciences "Rakovski" with the qualification of "Specialist in military-political and strategic problems of security and defence". From 1980 to 2001 he was on military service in the Bulgarian Armed Forces, his last position being a brigade commander and the rank of colonel. He has many years of management experience in the private sector in urban construction.
Ognyan Mihaylov was appointed as the Governor of Vidin district. He held the same post in 2017 and 2021. He holds a Master's degree in Public Order and Security Management from the Academy of the Ministry of Interior. Mihailov is a long-standing employee of the Ministry of Interior, having passed through all levels of professional development up to the Director of the Regional Department of Internal Affairs. He also worked in the energy system and the State Agency "State Reserve and Wartime Stocks" in Sofia.
Georgi Mitov will hold the post of district governor of Vratsa district. He holds a Bachelor's degree in Accounting and Control from the UNWE and a Master's degree in Finance from the University of Veliko Turnovo. Later he completed a specialized training course "Crime Prevention and Public Order Protection" at the Academy of the Ministry of Interior in Sofia. For many years he worked in the system of the Ministry of the Interior, and in 2012 he was appointed Head of the Criminal Police Sector in the Vratsa Police Department, and from 2015 to 2019 he was Head of the Police Department at the Vratsa Police Department. Since 2019 he has been involved in the organization and management of activities related to infrastructure construction in the private sector.
Kristina Sidorova has been appointed as the District Governor of Gabrovo District. She graduated from the Technical University of Sofia with a degree in Communication Engineering and Technology and a Master's degree in Business Management. From 2014 to 2017, she was a municipal councillor in Gabrovo. Sidorova was a member of the 44th National Assembly. She held the position of Deputy Governor of Gabrovo district in the period June 2021 - January 2022.
Zdravko Zdravkov has been appointed as the Governor of Dobrich district. Zdravkov has significant management experience in the private sector in agriculture and was previously a manager in the real estate sector. He holds a Master's degree in two specialties from the Shumen University. From June 2021 to January 2022, he served as Deputy Governor of Dobrich.
Alexander Pandurski is appointed as the Governor of Kyustendil district. Pandurski holds a Master's degree in Radio Engineering from the Technical University - Sofia. From 2013 to March 2021 he held the position of head of the Kyustendil District Post Office. In the period May 2021 - January 2022 he was the District Governor of Kyustendil District.
Svetoslav Slavchev was appointed as the District Governor of Lovech District. He is a graduate of the Higher Military School in Veliko Turnovo. He was a long-time employee of the Regional Directorate of the Ministry of Interior in Lovech, where in the period 2010 - 2015 he was Head of the Security Police Department. He was the Governor of Lovech District in the period May 2021 - January 2022.
Valeri Dimitrov was appointed Governor of Montana. Dimitrov holds a Master's degree in National Police from the military university "Vasil Levski" in Veliko Turnovo. He graduated from the University of Veliko Turnovo. From 1993 to 2015, he worked in the Ministry of Interior, holding various positions, including Director of the Regional Directorate of the Ministry of Interior - Montana. He was the District Governor of Montana in the period May 2021 - January 2022.
Trendafil Velichkov was appointed Governor of Pazardzhik District. He graduated in Finance and Credit from Kyiv University in Ukraine. He holds a master's degree in "Strategic Leadership of National Security and Defence" from the National Military Academy "G. S. Rakovski”. He holds a Master's degree in Military Science from the National Security Academy of Ukraine. Velichkov served as the Governor of Pazardzhik district in the period 2014-2016. He has extensive experience in journalism, mobile communications, marketing and advertising.
The Government appointed Lyudmil Vesselinov as the Governor of Pernik District. Vesselinov holds a PhD in Arts and Sciences and a Master's degree in Book and Printmaking from the National Academy of Arts. He is a lecturer at Sofia University. He is the author of the graphic design of over 200 books. From 2015 to 2017 Lyudmil Vesselinov was a member of the Board of Directors of the National Palace of Culture EAD, Congress Centre - Sofia. From 2017 to 2021. Vesselinov was a member and Chairman of the Board of Directors of the state-owned construction and supervisory company Agrovodinvest EAD.
Ivan Petkov has been appointed governor of Pleven district. He holds a Master's degree in Pedagogy from the University of Veliko Turnovo. He has a Master's degree in Pedagogical Sciences from St. Petersburg University. He also holds a Bachelor's degree in Social Activities from the same university. Mr. Petkov is a long-time employee of the Ministry of Justice, where he has held senior positions in the General Directorate for the Execution of Penalties. He previously was Deputy Governor of Pleven district.
Angel Stoev has been appointed Governor of Plovdiv Distict. He held the same position in the period 2021-2022. He holds a Master's degree in International Economic Relations from the UNWE and a Doctor of Philosophy from the Academy of the Ministry of Interior - Sofia. He is a long-time employee of the NSS and SANS, having held the position of Director of the Regional Directorate of SANS - Plovdiv. He also worked in high managerial positions in the private sector. Angel Stoev has specialisations in crisis management, counter-terrorism and strategic management.
Dragomir Zlatev has been appointed District Governor of Razgrad. Dragomir Zlatev was deputy mayor of Samuil municipality and worked in the administration of Razgrad municipality. Zlatev worked at the Regional Office for Execution of Punishments, where he was appointed head of the office after a competition. From 1 June 2021 to 1 August 2022 he was Deputy Governor of Razgrad District.
Nikolay Nedelchev is appointed district governor of Silistra district. He graduated from the Angel Kanchev University of Transport with a degree in agricultural engineering. From 1991 to 1999 he was deputy mayor of Sitovo municipality, and from 2003 to 2015 - mayor of the same municipality. From 2015 to date, he has been a municipal councillor in the municipality of Sitovo. He is the chairman of the association "Information Centre for the Development of Sitovo Municipality". Since 2017, he has been working in the private sector. He is an honorary citizen of the municipality of Sitovo.
Mincho Afuzov has been appointed governor of Sliven. Afuzov held the same position from May 2021 to February 2022. Previously, he was a municipal councillor in the Municipal Council - Sliven from 2015 to 2017. He holds a Master's degree in International Economic Relations from the Academy of Economic “D.Tsenov” - Svishtov.
Mitko Mihailov was appointed as a district governor of Sofia. He has many years of administrative and managerial experience, having held senior positions in the administrations of the Ministry of Finance and the Ministry of Youth and Sports. In 2015, he held the position of Deputy Chairman of the State Agency for Metrological and Technical Supervision, and in the period May 2021 - January 2022, he served as Governor of Sofia district. He holds a university degree in economics and law.
Radoslav Stoychev has been appointed Governor of Sofia district. In the period May 2021 - January 2022 he held the same position. Previously, he was a Member of the 43rd and 44th National Assemblies. In 2011 – 2014, he was Deputy Mayor of Samokov Municipality. He holds a Master's degree in Economics and Labour Organization from the UNWE.
Ivan Cholakov has been appointed as the Governor of Stara Zagora District. He holds a law degree. He has five years of experience as a lawyer at the Stara Zagora Bar Association. He has worked for many years in the Ministry of Interior, and in the period 2013 – 2016, he was Director of the Regional Directorate of the Ministry of Interior - Stara Zagora. In the period May 2021 - January 2022 he held the position of District Governor of Stara Zagora District
Minko Angelov was appointed to the post of District Governor of Haskovo District. This is the third time he has held the post, having previously served as Governor of Haskovo District in the period February-May 2017 and in the period May 2021-January 2022. He was a member of the 45th National Assembly, as well as Deputy Mayor of Haskovo Municipality in 2012-2014. He holds a Master's degree from the Higher Institute of Food and Taste Industry in Haskovo. He has a Master's degree in Food and Beverage Sciences from Plovdiv University of Economics.
Hristo Hristov was appointed District Governor of Shumen District. He is a long-time academic lecturer in the field of security and defence, and is currently Dean of the Faculty of Technical Sciences at Shumen University, Consecutively in the period 1987 – 2011, he worked in the Ministry of Defence, Ministry of Interior and SANS.
Stefan Sabrutev was appointed Governor of Smolyan, the second time he has held this position. He was also a municipal councillor in the Smolyan Municipal Council, and worked in the private sector in the construction sector. He holds a Master's degree in Ecology of Settlement Systems from the Agricultural University in Plovdiv.
Georgi Chalakov will serve as governor of Yambol district for the third time. He worked as a manager in the private sector, in the period 2015 - 2020 he was deputy mayor of Tundzha municipality. He graduated from the UNWE with a degree in Economics of Trade.
