Under the Constitution: The President Should Hand Over the First Government Forming Mandate to GERB

In case of failure of GERB a mandate to form a government is given to 'We Continue the Change - Democratic Bulgaria' WCC-DB

Under the Constitution, President Rumen Radev must first hold consultations with the parliamentary parties.

He must then hand the first exploratory mandate to GERB, as the largest political force .

If they fail to form a government, the mandate is handed over to the second-largest group in Parliament - We Continue the Change-Democratic Bulgaria.

If a cabinet still cannot be formed, the head of state chooses to whom the third mandate will be given.

If they fail to form a government, the President hands over the third mandate to a parliamentary group at his discretion. If it fails too, the President appoints a caretaker government and schedules new elections within two months.

    Following the recent constitutional amendments, the President may choose the caretaker Prime Minister from among ten individuals:

    • Speaker of Parliament Raya Nazarian;

    • BNB Governor Dimitar Radev and his deputies - Petar Chobanov, Radoslav Milenkov and Andrei Gyurov, the latter of whom is on leave and undergoing a legal procedure on the legality of his office;

    • Ombudsman Velislava Delcheva and Deputy Ombudsman Maria Filipova;

    • The President of the Court of Auditors Dimitar Glavchev, who has already served in this role. And his two deputies - Margarita Nikolova and Silvia Kadreva.

    Until the procedure is completed, the outgoing government continues to perform its duties.
