bulgaria’s constitutional court rejected referendum question proposed show host slavi trifonov

On 28th of July, Bulgaria’s Constitutional Court ruled as anti-constitutional to hold a referendum on 3 of the 6 questions proposed by the team of the TV show host Slavi Trifonov. The proposal for holding a national referendum was submitted by an initiative committee, which collected about 600,000 signatures to a petition.

The Constitutional Court rejected the 3 questions about whether to introduce electronic voting in elections and referendums; whether the number of MPs should be reduced to 120 (from 240) and whether heads of district directorates of the Ministry of Interior and heads of regional police stations should be elected on the basis of a majority-rule voting with absolute majority in two rounds.

The 3 of the 6 questions that will remain to be asked at national referendums are as follows:

1. Do you support to elect the MPs through a majority system with absolute majority in two rounds?

2. Do you support the introduction of compulsory voting at elections and referendums?

3. Do you support the idea for the annual state subsidy allocated for financing of the political parties and coalitions to be BGN 1 for each real vote received at the last general elections?

On 27th of May, Bulgaria’s President Rosen Plevneliev referred three of the referendum questions initiated by the team of the TV show host Slavi Trifonov to the Constitutional Court.
