BULGARIA’S PARLIAMENT ADOPTED THE NEW ANTI-TERRORISM LAW

Bulgaria’s Parliament adopted at second reading the Anti-Terrorism Law on 15th of December. The MPs approved the rules on conducting anti-terrorist operations and the conditions for declaring state of emergency.

Certain rights of citizens, through application of measures and temporary limitations, will be limited in the zone of the anti-terrorism operation.

Mass media will be required to broadcast information considered important for the public, immediately and without changes, upon request by the head of anti-terrorist operation.

The information, which will be disseminated through the mass media during an anti-terrorist operation, must not contain data that may reveal special techniques and tactics of the operation, the identity of the people participating in it and other data that may hamper the conduct of the operation or threaten the life and health of the people who support its conduct.

The texts of the transitional and final provisions set forth changes to some other laws. The amendment in the Law on State Agency for National Security (SANS) envisages that SANS officials will have the power to detain people in certain circumstances.

The law on special surveillance devices was also subject to changes specifying the order under which such devices would be used in the event of act of terrorism.

The law prohibits the registration of more than 10 prepaid SIM cards per one person. Mobile operators will be obliged to inform consumers of prepaid services on the new requirement.

Persons who break the law will be imposed sanctions: a fine from 500 to 2,000 BGN or a property sanction to the pecuniary equivalent of 3,000 to 10,000 BGN.
