Bulgaria’s Minister of Health on November 30 issued an Order regulating the entry into the Republic of Bulgaria.

As of December 1 until January 31, a temporary ban on entry into the territory of the Republic of Bulgaria is introduced for all persons, regardless of their citizenship, through all border crossing points, by air, sea, rail and road transport.

The ban does not apply to:

(a) Bulgarian nationals, nationals of Member States of the European Union (EU), the United Kingdom of Great Britain and Northern Ireland, Shengen visa zone member countries (including the Republic of San Marino, the Principality of Andorra, the Principality of Monaco and the Vatican City State) and their family members including persons who are in actual cohabitation with them); citizens of Australia, Canada, Georgia, Japan, New Zealand, the Republic of Rwanda, the Republic of Korea, the Kingdom of Thailand, the Republic of Tunisia, the Oriental Republic of Uruguay, the United Arab Emirates, Ukraine, the Republic of North Macedonia, the Republic of Serbia and the Republic of Albania, Bosnia-Herzegovina, Montenegro, the Republic of Moldova, Israel, the State of Kuwait, the Republic of Belarus and the Republic of Turkey; the persons with the status of permanent or long-term residence on the territory of the Republic of Bulgaria and the members of their families; persons holding a Bulgarian long-stay visa type "D", as well as persons holding a residence permit in a Member State of the European Union, the United Kingdom of Great Britain and Northern Ireland, or in a Schengen country (including the Republic of San Marino, The Principality of Andorra, the Principality of Monaco and the Vatican City State) and their family members;

(b) Medical professionals, medical researchers, social workers, and their supervisors where the purpose of the journey is related to the profession they are pursuing;

(c) Workers involved in the supply of medicinal products, medical devices and personal protective equipment, medical equipment, including its installation and maintenance;

(d) Transport staff engaged in the international carriage of passengers and cargo, crews of commercial aircraft and other transport staff as required, including vessel crews and persons involved in the maintenance of vessels;

(e) Foreign officials (heads of state, members of governments, etc.) and members of their delegations, as well as diplomats, officials of international organisations, military personnel, members of the security and public order services and humanitarian workers in the performance of their duties;

(f) People travelling for humanitarian reasons;

(g) Representatives of trade, economic and investment activities and people directly involved in the construction, maintenance, operation and ensuring the safety of the strategic and critical infrastructure of Bulgaria, implementation of projects certified under the Investment Promotion Act, analysis of projects of potential investors and other activities of importance for the economy of the country, certified by a letter from the Minister of Economy or another minister responsible for the respective activity, as well as people engaged in shipbuilding and ship repair;

(h) Seasonal agricultural and tourism workers;

(i) Cross-border workers.

(j) Persons travelling for the purpose of training for the completion of the academic year 2019/2020, as well as for training in the academic year 2020/2021, as well as persons participating in examination commissions, provided that the examination cannot to be conducted remotely in an electronic environment;

(k) Organisers and participants in international sports competitions - for the time of the respective sports event, athletes from abroad coming to the country for a certain trial period; athletes and coaches from abroad arriving in the country to participate in training camps, family members of foreign athletes and coaches, holders of Bulgarian long-stay visa type "D", certified by a letter from the Minister of Youth and Sports, which indicates the names of the persons and the place (address) of their residence in Bulgaria. The letter shall be submitted to the border control authorities;

(l) Foreign citizens, for receiving a decree under the Bulgarian Citizenship Act for acquired Bulgarian citizenship, certified by a letter of the Ministry of Justice;

(m) Organisers and participants in international cultural events - for the time of the respective cultural event, certified by a letter from the Minister of Culture

All the persons exempted from the restrictions can also transit through Bulgaria, provided their immediate departure can be guaranteed .

All the persons included in the exemptions can enter Bulgaria without being required to present a negative PCR test for coronavirus, if their departure point is another country in the EU or Schengen area, the UK, Australia, Canada, New Zealand, Japan, South Korea, Thailand, Turkey, United Arab Emirates, Tunisia, Rwanda, Uruguay, Georgia, Belarus or Serbia.

All persons arriving from any other country, are required to present a negative PCR test for coronavirus, done in the 72 hours before entering Bulgaria.
