"We are strengthening the full potential of the healthcare system to battle the coronavirus. Today we have provided further BGN 81 million for the implementation of additional measures in the fight against COVID-19, there is already a unified medical protocol, we have included GPs, but the most important thing for the people is to continue to protect themselves from the virus," Bulgaria’s Prime Minister Boyko Borissov said on November 9 during the extraordinary government online meeting, at which funding of up to BGN 65,000,000 was allocated, which enables the hospitals to provide treatment to patients with coronavirus in conditions of increased morbidity, as well as for timely diagnosis of the population with symptoms of coronavirus infection on the territory of the country.

The remaining funds up to BGN 81 million under the additional measures announced yesterday by the Minister of Health Kostadin Angelov will be provided by the reserve of the National Health Insurance Fund. Up to BGN 6 million have been allocated for the establishment of the COVID zones in the Diagnostic and Consulting Centres and BGN 10 million - for the financing of the general practitioners and their activity in the conditions of the emergency epidemic situation for the months of November and December 2020.

"The funds have been provided! As of today, I want a full review of the medical care that will be provided to Bulgarian patients. Work at full capacity," Prime Minister Borissov told the ministers.

Prime Minister Borissov also requested the Minister of Health to make arrangements for provision of opportunities for donation of blood plasma not only in Sofia, but also in other places in the country, from patients who recovered from COVID-19, because this is a way to help new patients.

Estimates show that through the budget of the National Health Insurance Fund, at the expense of funds from the operational reserve, it will be ensured, as of November 1, that each general practitioner receives BGN 1,000 for follow-up of citizens with COVID-19. The aim is in this way to motivate general practitioners to monitor, prescribe therapy and follow up the health of citizens.

General practitioners will monitor the condition of patients in the COVID system on a daily basis and will advise patients on a visit or by telephone what action to take for treatment. Referrals will be assigned electronically. General practitioners will be able to order rapid antigen tests for timely diagnosis of patients in the presence of certain symptoms, which will be discussed during the negotiations for signing an annex to the National Framework Agreement.

Another measure that will be introduced is the establishment of COVID zones both in some of the capital's diagnostic cenres and in those in the larger cities of the country. It is expected that about 10 giagnostic centers on the territory of Sofia and about 40 on the territory of the country will be involved in this process.

The designated teams that will work in the COVID zones, which will include a doctor, a nurse, two laboratory assistants for imaging and diagnostic examination, a healthcare assiatnt, a technician, will receive an additional BGN 1,000 in addition to their salaries. Apart from that, for each patient the team will receive BGN 10 for examination and diagnosis. Citizens who are found to need hospital treatment will be transported from the medical cetres to the relevant medical institution. Patients in need of home treatment will be monitored by GPs, as was the practice before.
