The Chairperson of Bulgaria’s Parliament, Tsetska Tsatcheva and a group of MPs submitted the new draft law for constitutional amendments to Bulgaria’s Parliament on 24th of July.

The draft was backed by the required 180 signatures of MPs. All members of the parliamentary groups of main ruling party GERB, its coalitional partner, the Reformist bloc, the Patriotic Front, the Movement for Rights and Freedoms, the whole parliamentary group of the Bulgarian Democratic Centre, except 1 MP, who was abroad and by 3 MPs from the center-left ABC party signed the draft, said the chair of GERB parliamentary group, Tsvetan Tsvetanov.

The MPs from the opposition centre-left Bulgarian Socialist Party and the nationalist Ataka did not sign the draft.

Dimitar Delchev, MP from the Reformist Bloc, which earlier said he would not sign the draft, announced that after a short meeting in the room of the Parliamentary group of GERB, he decided to put his signature under the draft. Delchev added that at the insistence of Deputy PM Meglena Kuneva, who had undertaken a commitment to move the judicial reform forward, he agreed to give the decisive 180th signature in support of the new draft.

“I want to make it clear though that this does not mean we will vote unquestionably. We need to be convinced that we are really heading towards profound judicial reforms, as we repeatedly stated before. So between first and second reading, my colleagues from the RB parliamentary group and I will make the necessary changes so as to achieve again the version of amendments that we had tabled”, Delchev explained.

This will be the third version of draft changes to the Constitution, which the MPs debated over the past week. The latest draft was not supported by the signatures of the BSP and Ataka.

Earlier on 24th of July, the bulgharian Deputy Prime Minister for Coalitional Policy and Minister of interior, Roumyana Bachvarova said that the vote on the new draft of amendments to the Bulgarian Constitution would most likely take place in September.

Commenting the agreement reached on the joint project for changing the Constitution, Bachvarova said that this was an exceptional political victory of the National Assembly because the decision on constitutional amendments would pave the way for changes to the judicial system. She said that was a result of the joint efforts during the past months and resoluteness that this should happen.
