On Friday, 2nd of December, Bulgaria’s President Rossen Plevneliev will start the procedure for handing mandates for forming a government within the framework of the current Parliament, the President said speaking after the meeting of the Consultative Council for National Security on 29th of November.

He believes this Parliament has the potential to form a government. The largest Parliamentary group, the centre-right GERB and the opposition Bulgarian Socialist Party confirmed they would return the mandate when offered to them. The Patriotic Front said they would seek support to form a new government.

At the meeting of the Consultative Council, the President made another attempt to convince the political forces to find a joint solution to the complex situation after the resignation of Boyko Borissov’s government. He said he believed the current Parliament had not exhausted its possibilities and could still find the right formula for forming a new cabinet.

The procedure for handing mandates will start on 2nd of December. According to the Constitution, the first mandate will be handed to the largest party in Parliament, the centre-right GERB. If they decline, then the mandate will be handed to the second-largest party, the Bulgarian Socialist Party. Both GERB and BSP said they would refuse. Plevneliev hopes that the third political force will accept the mandate. He did not specify which that political party would be, but assured he would give the matter a lot of thought and hold additional consultations and talks with the political forces which would have the best chance to try to form a government.

Plevneliev said he was not thinking of appointing a caretaker government but if it became necessary he would fulfill his responsibilities to do so. According to him, at the current state of affairs it is not good for the country to be run by two caretaker governments – one that will be appointed by him and the next one by his successor, President-elect Rumen Radev.

Plevneliev said that the meeting also discussed a possibility for early parliamentary elections. He has said that if there are early elections, he agrees in principle that they will take place at the end of March or beginning of April, but noted that setting the date would be in the responsibilities of the new President.
