Bulgaria’s Chief Prosecutor Sotir Tsatsarov commented after the meeting with President Roumen Radev on 7th of June that the way to solve the problems in the judicial system should be complex rather than blaming one or another institution for the problems in the judicial reform.

Earlier this week, Bulgaria’s President started a series of meetings with senior representatives of the judicial system to discuss aspects of the ongoing reform of the judiciary.

The 7th of June meeting was the third in the series, after Radev held discussions with the Head of the Supreme Administrative Court Georgi Kolev on 5th of June and with the Head of Supreme Cassation Court Lozan Panov on 6th of June.

The fight against corruption and organized crime, as well as better interaction between the institutions, were the main topics discussed at the meeting. According to Tsatsarov, the Chief of the Supreme Court of Cassation, Lozan Panov, does not have the support of the judges’ majority regarding the idea of detaching the prosecution from the judicial system and convening a Grand National Assembly.

After the hour-long meeting with the Head of State, the Prosecutor No. 1 commented that making the prosecutor's office an independent institution, as Panov suggested, would hardly put it under tighter control.

“The prosecution is now regarded as the uncontrollable culprit for all the troubles,“ Tsatsarov said. He is convinced that Panov does not have the support of the judiciary on the idea of constitutional change, and he advised the SCC Head to seek an opinion from the judges at the Supreme Court.

Tsatsarov described the talks with the Presidetn as normal and professional. He said that President Radev had an extremely good knowledge of the problems of the judiciary, of all elements of the judiciary and all its bodies.

Commenting on the incident with the car of the Supreme Court of Cassation Chief, in which two tyre bolts were found missing and other two were loose, Tsatsarov said that the Military Prosecutor's Office initiated a probe into the incident and an investigation began. He added that National Bodyguard Service (NBS) director, Panov's driver and NBS officers will be interviewed.

On 6th of June, SCC chief Lozan Panov and his NBS driver found about the missing bolls when they heard an odd noise as the car was moving.
