Sofia City Court ruled on 5 July against the early release from prison of the former Head of Sofia district heating company Valentin Dimitrov.
He is serving a three-year effective sentence for mismanagement that caused damages to the amount of 400,000 BGN.
The court pointed that the requirement for having served half of the sentence had been fulfilled. However, there is no clear evidence that the sentence has fulfilled its purpose. And the reported positive change of the prisoner is only the beginning of his rehabilitation.
That conclusion was reached by both the prison administration and the prosecutor's office.
The former Head of Sofia District Heating Company told the court he was asking for mercy if not for justice, what he did not expect, because he was a victim of public and media pressure. As evidence in his favour, Dimitrov pointed out his participation in sports and educational courses in prison.
