Head of Cancer Hospital in Sofia Charged with Mismanagement

Sofia City Prosecutor's Office pressed charges against the head of the hospital for active oncology treatment in Sofia, Dr. Valentin Angelov, for mismanagement resulting in losses to the hospital to the maount of 2 milion BGN, the Prosecutor's ofice said on 25th of May.

Evidence has been gathered In the course of the investigation that in the period 2013-2015, under the management of Dr. Angelov, procurements for medicine supply were held.

The head of the hospital allowed the supplies of medicinal products to be paid at prices higher than the lowest agreed in one procedure. It has been established that payments had been made for supplies of medicinal products, which had been removed from the positive drug list (medicinal products which are subject to reimbursement), as well as for medicines at prices higher than the limit value indicated in the Positive Drug List and higher than the value subject to reimbursement by the National Health Insurance Fund.

The hospital also paid for medicinal products which had been expired and should have never been accepted and paid. It also paid for medicines with shorter expiration date, for which penalities were owed, as agreed in the contracts with the supplier, but no penalty has been charged and paid.

The investigation began in 2015 based on an alert by the State Agency for National Security. To date, 80 witnesses have been questioned.
