EDUCATION MINISTER PRESENTED MEASURES TO PREVENT AGGRESSIVE BEHAVIOUR IN SCHOOLS

Measures against aggression in schools were presented by Bulgaria’s caretaker Education Minister Nikolai Denkov on 10th of April. The plan includes 22 specific measures, half of which must be fuilfilled by the end of the year, other by the end of 2018.

"We can expect that aggression in schools will disappear when that happens in society. However, this will not happen very soon and therefore measures must be taken,” Minister of Education and Science prof. Nikolai Denkov said during the presentation of an inter-institutional plan for prevention of aggression and to enhance security in educational institutions. The presentation was attended by representatives of various institutions involved in the development of the plan.

Most important among the measures are the changes in two regulations - the state standard for inclusive education and ordinance number 3 on school-based health offices, Minister Denkov said. He added that funds should be envisaged for 2018 for the state budget in relation to the two regulations.

The Minister noted that at present there are insufficient psychologists and counselors in schools, adding that every student should have access to such a specialist. Around 17 million BGN are necessary to ensure educational specialists and psychologists in schools, the Minister said.

By the end of May 2017, the document envisages the establishment of a system for interaction between teachers and the GPs of their students. At the same time teaching professionals in kindergartens and schools will undergo a briefing for mandatory consultation and coordination of actions with medical personnel in case of an incident.

Teachers and students will receive practical guidelines for action in the event of an incident, violence or other critical situation. Of kindergartens and schools will be provided with information about providers of social services for children in need can be used. They will be promoted and best practices for working with parents who refuse to cooperate with the school.

Posters that promote childhelp national hotline 116 111 will be placed in each school. Teachers will be able to include older students In the various forms of prevention against violence. On the "peer education", children will explain to their classmates their rights to protection against violence. The measures include role playing and discussions, as well as open classes with the participation of parents.

The new school year will begin with the revised state educational standards for inclusive education. It will include rules on coordination in the prevention of aggression and work with parents. The administrative burden for teachers also will be reduced.

The necessary funds for medical care of each school should be provided by the end of 2018. Regardless of the size of the school, every child will be provided access to a psychologist or guidance counselor. At the regional level there will be psychologists who will work on violence prevention.

Teachers will undergo training in providing first aid to students and in work with children who have emotional and behavioral problems. They will be trained on how to deal with aggression and cyberbullying, and will participate and the public councils in schools. They will be more activities related to interests of children.
