In compliance with the Constitution, the Head of State issued a decree proposing that the 48th National Assembly elect the candidate for Prime Minister, nominated by the largest parliamentary group, the Presidency said on December 12.

Head of State Rumen Radev received today at the President’s office the candidate for prime minister nominated by GERB-UDF Nikolai Gabrovski, who, in accordance with the constitutional procedure, presented the structure and composition of the Council of Ministers within the deadline specified by the Constitution.

"The task ahead is no less easy, to seek support in the National Assembly," the President said.

Earlier today, the draft cabinet with Prof. Nikolai Gabrovski as candidate for Prime Minister presented the priorities in a programme declaration to the media.

Here is the full text:

We assume the responsibility of forming a regular government with the full conviction that it is necessary to quickly overcome the public division, restore dialogue between the parties, end the political crisis and avoid a cascade of early elections. Restoring confidence in institutions, building a public consensus for justice reform and effectively tackling corruption.

Declare a clear European and Euro-Atlantic orientation for foreign, security and defence policy. Effective countering of all forms of hybrid propaganda and disinformation.

We place the needs of every Bulgarian citizen as a priority for all institutions. We are ready to make targeted public investments in key sectors for the whole society, such as education, health, social protection. Alongside this, we will implement rapid and effective anti-crisis measures to overcome the challenges of the economic crisis, inflation and the decline in economic growth. Achieving fiscal sustainability.

We are ready to create the conditions for unleashing the nation's economic, innovation and scientific potential and to further develop e-government and services.

The Government will follow the following priorities:

1. Developing a State Budget Law for 2023 containing a package of anti-crisis measures to curb inflation, stimulate economic growth and stabilise public finances;

2. Building political and public consensus for constitutional and legislative changes in the areas of justice, anti-corruption and citizen security;

3. Implement key reforms, including through the Recovery and Resilience Plan;

4. Make active political and diplomatic efforts for Bulgaria's accession to the Schengen area;

5. Mobilizing and engaging the entire national potential, preparing the business, banking sector and citizens for Bulgaria's accession to the Eurozone in 2024. Bulgaria's timely accession to the OECD;

6. Achieving energy independence, including through continued efforts to ensure real diversification of supply sources;

7. Increasing national defence capabilities in the framework of NATO collective defence. Accelerated modernisation of the armed forces and raising the standard of living of the servicemen;

Bulgaria must come out of the timelessness and the election spiral as soon as possible. The attention, energy, time and efforts of Bulgarian citizens must be directed towards achieving nationwide goals that guarantee security, democracy and prosperity.

Nikolai Gabrovski, presented to President Rumen Radev a proposal for a government lineup. He had a week to form a government after receiving the mandate on December 5.
