Property register to be fully digitalised

Council of Ministers on October 26 approved a draft law amending and supplementing the Cadastre and Property Register Act. It provides for full digitalization of the property register maintained by the Registry Agency by creating electronic batches records and electronic batch files with the registered deeds and the documents attached to them.

In 2000, a legislative reform of the registry system was envisaged by switching from a personal to a real system of registration (not by person but by property). The reform envisaged that the property register would be kept not only on paper but in electronic form as well.

More than 20 years later, it has not been implemented in practice - at present, entries continue to be made under the personal system only on paper, according to the explanatory memorandum to the draft law.

The proposed draft law regulates the property register as a general electronic database containing the electronic real estate batches and electronic batch files with the registered deeds and the documents attached to them.

It regulates the identity between the content of the paper batch and the electronic batch, respectively the content of the paper and electronic batch file and defines the power of the registry offices to enter information in the electronic real estate batches and electronic batch files of the registered deeds with the documents attached thereto.
