After at the end of last week, together with Minister Velkova, we presented the draft law on the state budget, some politicians and commentators show that some essential points have consciously or unconsciously remained misunderstood, caretaker Prime Minister, Galab Donev, said at the start of the regular weekly meeting of the government on April 26.
"In recent days, not everyone is talking about the budget, but many are also talking with adjectives and nouns - probably to make their reading of the budget lines sound more effective. The figures in the budget proposed by the caretaker government reflect a reality that we are obliged to take into account, whether we like it or not. The comments in the item-by-item style are many and of a different nature. The Ministry of Finance is ready to provide detailed information to political parties on the budget, line by line, to make it clearer for them what the state budget is," said Galab Donev, caretaker Prime Minister.
Caretaker government proposes 6.4% deficit in the 2023 state budget draft
According to him, the draft budget for 2023 has been developed according to the existing legislation, both in its revenue and expenditure part. This budget reflects the decisions of the national assemblies of the last two years.
"When politicians criticise the caretaker government for the budget, they are actually criticising their own legislative decisions that have led to a 6.4% budget deficit. The reasoning points to possible measures to reduce the deficit to 3%, but these are not included in the estimates for 2023. In case there are measures among those that attract the attention of the MPs, their financial impact on the budget will be reflected in the state's plan-account," Donev added.
In recent days, the Recovery and Resilience Plan (RRP) has been loaded mostly as revenue and expenditure. For the caretaker government, there are 12 draft laws required under the RRP awaiting the 49th National Assembly's attention and approval.
These are 12 reform bills, the Prime Minister said.
